MANAGEMENT OF CONTRACT RESEARCH ORGANIZATIONS IN UKRAINE
Abstract
The article is dedicated to examining the management of contract research organizations (CROs) in Ukraine, as well as their role within the scientific environment and their interaction with public and private institutions. To achieve this goal, methods of analysis, comparison, and systematization of information regarding CRO activities were applied, along with an examination of the existing regulatory framework and mechanisms for financing scientific and clinical research projects. The primary functions of CROs are identified, including the planning and coordination of clinical trials, ensuring compliance with international standards, and the collection, processing, and analysis of scientific data. The paper explores the specific features of their cooperation with government institutions, businesses, academic centers, and international partners, including multinational pharmaceutical companies. It outlines the major challenges faced by CROs in Ukraine, such as lack of transparency in regulatory procedures, limited funding, bureaucratic barriers, a shortage of qualified personnel, intense competition, and difficulties integrating into the global research ecosystem. Current models of research regulation and funding sources are analyzed, including international grants, public-private partnerships, participation in international programs, collaboration with domestic universities, and investment mechanisms. The study highlights the development prospects of CROs within the context of national innovation policy, digitalization of the scientific sector, the growth of biotechnology, improvements in education quality, and harmonization with European practices. The effective management of CROs requires enhanced legislative and financial support, a favorable investment climate, the implementation of efficient managerial approaches, and closer coordination among research institutions, public authorities, businesses, and civil society. These measures are essential to ensure sustainable innovation-driven development, increase national competitiveness, and strengthen Ukraine’s position within the global scientific community.
