STATE REGULATION OF THE LABOR MARKET IN THE MODERN CONDITIONS OF ECONOMIC DEVELOPMENT

Abstract

One of the key conditions for effective economic development is the effective functioning of the labor market, as an indicator of solving a number of important socio-economic problems. In conditions of full-scale invasion, the domestic labor market operates under the influence of numerous factors that inhibit its development, affect the efficiency of functioning and require effective mechanisms of state regulation. Changes that have also affected the socio-economic aspects of labor market development are gaining significant scale, and the consequences are irreversible. Due to military operations in the country, the processes of human capital development are slowing down, the possibilities of meeting the needs of the labor market and, as a result, ensuring the innovative development of the country are reduced. Competitive struggle in the labor market is intensified by the creation of new market niches, innovative production and rapidly changing needs of enterprises in wartime. The number of innovative specialties that differ significantly from the needs of the economy is growing. That is why an important tool for the economic development of the labor market at the present stage is the management of labor supply and demand, which necessitates the formation of strategic directions for development and effective state policy in the field of labor market formation. Research into the directions of state regulation of the labor market at all levels of the hierarchy and the justification of ways for its effective functioning is increasingly gaining importance for the development of the national economy and the country as a whole. Objective.Research and scientific and theoretical substantiation of the features of state regulation of the labor market in the conditions of a full-scale invasion and subsequent post-war reconstruction of Ukraine. Methods. To analyze state regulation of the labor market, general scientific and special research methods were used: analysis and synthesis, analogy and comparison, expert assessments, etc. Results. The article explores the theoretical and methodological principles of state regulation of the labor market by analyzing state regulation, self-regulation, and contractual regulation. The main components of the mechanism of state regulation of the labor market are described, with the help of which the sphere of social and labor relations is regulated, support is provided for the unemployed, the movement of labor resources is regulated, and professional training, retraining, and advanced training of the workforce are organized. The purpose, objects, subjects, and principles of the mechanism of state regulation of the labor market are specified. The subsystems of the complex mechanism of state regulation of the labor market are detailed. Scientific novelty. Based on scientific developments on state regulation of the labor market, the author has formed a structural and logical scheme that demonstrates the relationships between the main components of the labor market at all levels of regulation. Practical significance. Measures for improving the country's socio-economic development, necessary for the further functioning of the labor market in times of crisis, are formed.
