STATE MECHANISMS FOR IMPLEMENTING SOCIAL POLICY IN THE CONDITIONS OF GLOBALIZATION

Abstract

Objective. This article aims to analyze the mechanisms of state social policy in the era of globalization, with a focus on how they influence the development of national social welfare systems. The study seeks to identify the key challenges and opportunities that globalization introduces to social policy and to explore ways to optimize policy implementation under these conditions. Methods. The research is based on general scientific and analytical methods used to study social processes and public policy. A multidisciplinary approach was applied to assess economic, legal, institutional, and technological aspects. The study draws from empirical data, theoretical sources, and comparative analysis. Results. The study reveals that the success of social policy in a globalized context depends on the integration of national systems into global standards, the implementation of digital technologies, and effective inter-institutional cooperation. The analysis shows that technological innovation increases the transparency and accessibility of social services, while legal harmonization with EU standards enhances equity and social justice. It was also established that collaboration between public authorities, local governments, and international organizations significantly contributes to social stability. Scientificnovelty. The novelty lies in the systemic evaluation of how globalization affects social policy mechanisms, highlighting the interdependence between digital transformation and policy efficiency. The research offers a new model for adapting social policy to global challenges through the balanced use of regulatory and technological tools. Practical significance. The findings provide practical recommendations for modernizing national social policy frameworks. They support the development of flexible and inclusive policies capable of responding to rapid global changes. The study underscores the importance of ongoing policy reform, integration of international best practices, and investment in digital infrastructure to ensure sustainable social development.
