INSTITUTIONAL AND RESOURCE SUPPORT AND MONITORING OF UKRAINE’S ECONOMIC GROWTH
Abstract
The paper reveals the role of institutional and resource support as a key prerequisite for implementing Ukraine’s economic growth strategy under conditions of structural reforms and transformation of the national economy. The institutional approach to interpreting institutions as formal and informal “rules of the game” of socio-economic exchange is generalized, and their impact on reducing transaction costs, minimizing conflicts of interest, and improving the effectiveness of managerial decision-making is demonstrated. It is substantiated that imperfections of Ukraine’s institutional environment generate institutional barriers and traps, intensify corruption risks, inefficient use of resource potential, and social disparities, thereby constraining opportunities for economic growth and improvements in population welfare. The structure of institutional and resource support for economic growth is defined as a combination of institutional and resource blocks; the principles of its formation are systematized, and a close interrelation with ensuring the state’s economic security under wartime threats is emphasized. The paper outlines directions for improving public policy in the use of natural resource potential, attraction of foreign investment, development of free trade zones, and institutionalization of human capital development. The role of economic growth monitoring is substantiated as a tool for information and analytical support of managerial decisions, reduction of uncertainty, risk diversification, and enhancement of governance over strategy implementation. The main functional components of the monitoring system are identified, and it is emphasized that institutional and resource support and monitoring of Ukraine’s economic growth form a fundamental basis for realizing the competitive advantages of the national economy.
