THE ROLE OF ISO 56000 SERIES STANDARDS IN THE DEVELOPMENT OF UKRAINE’S INNOVATION ECOSYSTEM

Abstract

The article explores the role of the ISO 56000 series standards in the development of Ukraine’s innovation ecosystem in the context of long-term institutional transformation and economic instability caused by military aggression. A comparative analysis of the country’s position in the Global Innovation Index reveals a high level of adaptability of the national innovation ecosystem, as knowledge-generation performance exceeds expectations given the available input resources. At the same time, the lack of cross-sectoral coordination and systemic coherence in innovation policy implementation remains a key constraint to sustainable development. The fragmented structure of the ecosystem underscores the need for unified methodological approaches to innovation management across all hierarchical levels. Despite existing constraints, the ecosystem demonstrates a relatively high level of adaptive capacity, producing innovation outputs beyond expected input levels. In this context, standards play a crucial role in formalizing processes, aligning stakeholder actions, and ensuring the comparability and reproducibility of managerial decisions within complex socio-economic systems, including innovation ecosystems. The paper justifies that the international innovation management standards of the ISO 56000 series can function as a unified methodological framework for structuring innovation processes, improving managerial coherence and building trust among ecosystem participants. Special attention is paid to the certification standard ISO 56001 and the draft standard ISO 56012 focused on innovation ecosystem management. Their implementation is considered as a strategic tool for harmonizing managerial approaches at organizational, regional and national levels, strengthening institutional integration, enhancing investment attractiveness and facilitating the integration of Ukrainian entities into global value chains. The practical significance of the research lies in demonstrating the applicability of ISO 56000 standards as a mechanism for sustainable development and modernization of Ukraine’s innovation ecosystem.
