REGIONAL ASYMMETRY IN THE REPRODUCTION OF HUMAN CAPITAL UNDER CONDITIONS OF LIMITED FUNDING FOR HIGHER EDUCATION
Abstract
The article examines the processes of human capital reproduction in a regional context under conditions of limited funding for higher education, which are exacerbated by demographic, migration and security imbalances. The aim of the article is to provide an analytical justification of the impact of financial constraints in higher education on the formation of regional asymmetry in human capital and to identify the mechanisms through which unequal demographic and migration conditions modify the results of educational reproduction. The author's contribution lies in the formation of a comprehensive approach to the analysis of regional asymmetry, combining financial indicators of higher education functioning with demographic dynamics, internal migration and the consequences of educational losses, as well as in the quantitative interpretation of the different financial sensitivities of regions. The scientific novelty of the study lies in interpreting the limited funding of higher education as a factor that not only reduces the overall level of educational reproduction, but also shapes the spatial unevenness of its results due to the different elasticity of regional education systems to financial influences. The paper substantiates the existence of a structural gap between migration flows and educational outcomes, which manifests itself in the absence of proportional growth in enrolment in regions with a high concentration of internally displaced persons due to the financial constraints of higher education institutions. The practical significance of the results obtained lies in the possibility of using the proposed approaches to improve the financial mechanisms of state policy in the field of higher education, in particular by differentiating support instruments for regions with an increased risk of losing human capital. The main findings of the study indicate that overcoming regional asymmetries in human capital reproduction requires a shift from unified funding models to adaptive solutions focused on demographic sustainability, migration pressures, and long-term post-war reconstruction of educational capacity.
