DIGITALIZATION OF PUBLIC ADMINISTRATION USING THE EXAMPLE OF THE "SAFE CITY" CONCEPT
Abstract
The article examines the digitalization of public administration using the example of the implementation of the Safe City concept as one of the promising areas of digital transformation of the modern governance system. It is determined that the use of digital technologies changes not only the technical means of public authorities, but also the principles of developing and implementing management decisions, organizing interagency interaction and communication between state bodies, local governments, law enforcement and emergency services and citizens. The evolution of the digitalization of public administration from e-government to digital governance, which was based on the integration of information systems, is revealed. The Safe City concept is considered as a complex organizational, technological and information-analytical system that combines video surveillance, geoinformation technologies, automated data analysis, alert systems, situational centers and digital channels of interagency interaction. The potential of such systems to increase the efficiency of response to emergencies, offenses, transport incidents and threats to critical infrastructure is substantiated. It is established that the effectiveness of the implementation of the concept of the direction depends on the institutional capacity of public administration bodies, legal certainty of data processing procedures, compatibility of information systems, an appropriate level of cyber protection and democratic control. Attention is focused, in particular, on the need to ensure an optimal balance between the need to increase the level of public and community security, the protection of privacy and personal data of citizens and strict observance of fundamental human rights and freedoms in the context of the active implementation of digital technologies, video surveillance systems and automated data analysis. It is emphasized that the use of digital tools within the framework of the Safe City concept should be carried out on the basis of legality, proportionality, transparency and accountability, with a clear definition of the purpose and boundaries of the collection, processing, storage and use of information, as well as with the introduction of effective mechanisms for controlling the activities of relevant public administration entities.
