Abstract

The article examines public procurement as an object of state regulation and substantiates its macroeconomic significance. Based on an analysis of contemporary international approaches reflected in the policy documents of the Organisation for Economic Co-operation and Development (OECD), the European Union, and the World Bank, it demonstrates that, in the world’s leading economies, public procurement is regarded as an integral component of state economic policy aimed at ensuring long-term economic development, enhancing national competitiveness, stimulating innovation, supporting small and medium-sized enterprises, and strengthening the strategic autonomy of states. The study identifies and characterizes the principal macroeconomic functions of public procurement. It is argued that the fiscal function ensures the implementation of public expenditure policy and the formation of aggregate demand; the structural and investment function creates the conditions for the modernization of national production; the institutional and competitive function promotes the development of a transparent and competitive environment while strengthening trust in public institutions; and the security function supports the operation of critical infrastructure, the defence sector, and the economic resilience of the state under conditions of war and other crisis-related challenges. Particular attention is devoted to the current directions of public procurement system development in Ukraine. The article demonstrates that the adoption of the new version of the Law of Ukraine «On Public Procurement» has initiated a transition from a procedural model of procurement administration to the strategic use of public procurement as an instrument of state economic policy. The study substantiates the need for the further development of risk-based public financial control, the digital transformation of procurement processes, and the wider application of automated risk indicators, Big Data technologies, and related analytical tools. It concludes that the strategic development of the public procurement system constitutes an important prerequisite for enhancing the effectiveness of state economic policy, strengthening financial resilience, and ensuring the long-term socio-economic development of Ukraine.
