DIGITALIZATION OF INVESTMENT ACTIVITIES OF TERRITORIAL COMMUNITIES: CONCEPTUAL BASIS, MANAGEMENT MECHANISM AND STRATEGIC ORIENTATIONS
Abstract
The article highlights the conceptual foundations of digitizing the investment activities of territorial communities and substantiates the possibilities of increasing the efficiency of managing this process. The digitization of socio-economic processes in territorial communities is proposed to be considered as a complex of administrative, program-technical actions of the management bodies of territorial communities, which lead to the transformation of established traditional practices and procedures into a digital format (electronic document circulation, tax administration, electronic platforms for the provision of administrative services, electronic reporting systems, environmental monitoring systems, etc.). Attention is focused on the fact that the program-technical support of the actions of the management bodies of territorial communities is based on a complex of four aspects - technology, organization, management, regulation, which have a positive impact on the formation of the investment potential of the community. It is argued that the digitization of investment activities is an active tool for attracting and managing investment resources in territorial communities, ensuring their economic development. It is proven that digitization enables the implementation of digital technological solutions in the process of attracting investments from the perspective of ensuring the efficiency and transparency of investment activities, overcoming administrative barriers, and simplifying decision-making procedures. The main directions of digitizing investment activities at the level of territorial communities include the introduction of electronic services, the use of artificial intelligence, crowdfunding and crowdfinancing, electronic document circulation and electronic signatures, blockchain technologies. Theoretically, it is proven that the application of various innovative technologies and electronic services can greatly simplify the process of attracting investments, improve the management of financial resources of territorial communities, and ensure transparency and openness in interactions with investors.
