ANALYSIS OF THE RELATIONSHIP OF THE CONCEPTS OF "PUBLIC ADMINISTRATION", "PUBLIC ADMINISTRATION" AND "PUBLIC ADMINISTRATION"

Abstract

Objective. The transformational processes currently being implemented in Ukraine, the intensification of the war that has been ongoing since 2014, and Ukraine's accession to the EU make it necessary to review the role and functions of the state in social relations. The old model of public administration does not meet the needs of modern society, which is undergoing active transformation and promising development. It is the European development path of Ukraine that determines its transition to the European modern model. Such development requires a review of the relationship between the state and society. In order to solve the challenges, the organization of work between state authorities, local self-government bodies and society must change adaptively. Methods. The article is based on general scientific and special methods of cog-nition. To analyze these processes, it is necessary to generalize the essence of definitions and approaches to understanding and identifying commonalities and differences between the concepts of "state administration", "public administration" and "public administration". Results. The article outlines the evolution of the researched concepts and modern approaches to defining the essence of the concept of "public administration" and proves that the use of the term "public" instead of or the same as "state" is not necessary due to a different essential content. Practical significance. Under the influence of European integration as the only true direction of Ukraine's development in difficult military conditions, the experience of EU countries in the management of public affairs and the formation of cooperation, interdependence, and mutual understanding between the state, public administration, public administration and state administration and the country's society as a whole is becoming more important. In particular, scientific developments regarding public administration and public administration as a model of public affairs management and the possibility of adapting its elements in Ukrainian realities for the further implementation of democratic governance principles are currently being intensified and updated. Projects on cooperation between society and the state are being activated, with the aim of establishing an open democratic dialogue, for the most effective cooperation.
