FOREIGN ORGANIZATIONAL AND LEGAL EXPERIENCE OF STATE POLICY DEVELOPMENT IN THE SPHERE OF WASTE-FREE AGRICULTURAL PRODUCTION

Abstract

The evidence of the implementation of government policy in the sphere of affairs with outputs in several countries – Germany, Sweden, Switzerland and Japan – is examined. An analysis of this evidence of the emphasis on the national specificity of management systems that has formed in this area. It is in these countries that the current state policy in the field of ecology is being implemented, which also includes the latest methods of managing outputs. It has been established that Nimechtina occupies a leading position in the global trade in environmentally friendly products. This country will take away a fifth of all “green” technologies that are patented in the world. The “green” industry employs about 5% of the entire population of Nimechchina. In this case, Germany is sitting in a leading position in the world in the sphere of sorting of goods. By reducing the authorization of municipal waste, the federal government implemented the Program of Entries to Reduce the Number of Outputs in 2013, which is consistent with Section 33 of the “Law on Waste Recycling.” The recycling rate of municipal waste in Germany reached 67% by 2017. The share of municipal waste in Nimechchyna, located on landfills, decreased in 2018 to 0.2%. All rules under German law have been developed to manage the exits in this region as one of the best in the world. Sweden has a system of responsibility for the collection and processing of outputs. The authorities of Budynka recommend separate collection of waste from separate containers that are transported from the beginning of the year. The number of different factions is expected to be 10 to 15 in different municipalities, which are also responsible for collecting the exits of shops, cafes, restaurants, etc. In Switzerland, the regulation of the environmental situation is carried out by the Federal Department of Dovkille, Transport, Energy and Communications, which is part of the Federal Office for the Protection of Dovkille. The legislative base of Switzerland sorts out the categories of transportation to the reception points and the obligatory, in case of violation of the law, residents will have to pay a fine. For Ukraine, it seems important to consider the light evidence of the management of outputs in general and its warehouse components in order to determine the possibility of stagnation of other light practices. Thus, having looked at some practical methods in Germany, Sweden, Switzerland and Japan, it is possible to replicate and develop such methods that have proven positive, such as: the introduction of separate subdivisions for the placement and utilization of izatsion of outputs, maximum reduction of creation of outputs, production and production, Expanding the capabilities of secondary waste, which can be removed when disposing of waste products, using inputs to eliminate waste disposal, as well as rationalizing the collection and sorting of waste products, and updating standards. It is possible that before unsafe outputs appear, mixing of inputs is avoided.
