ВПЛИВ ДЕРЖАВНИХ СТИМУЛІВ НА РИНОК АКУМУЛЯТОРНИХ ЕЛЕКТРОМОБІЛІВ (BEV) В ЄВРОПІ ТА ПРОГНОЗ ДЛЯ УКРАЇНИ ПІСЛЯ 2026 РОКУ
Анотація
У статті проаналізовано вплив державних стимулів та інших ключових факторів на розвиток ринку акумуляторних електромобілів (BEV) у країнах Європи за період 2018–2024 років. Метою дослідження є кількісна оцінка залежності ринкової частки BEV від політики стимулювання (фінансові пільги, інфраструктура) та використання цих результатів для прогнозування динаміки ринку BEV в Україні після запланованого скасування пільг з розмитнення з 1 січня 2026 року. Застосовано методи економетричного аналізу панельних даних (регресія з фіксованими ефектами) та аналізу різниці різниць (DiD) на основі даних ACEA, EAFO, IEA, Eurostat та національних джерел. Встановлено значний позитивний вплив фінансових стимулів при купівлі (субсидії, пільги з ПДВ/реєстраційного податку) та щільності зарядної інфраструктури на ринкову частку BEV в Європі. Аналіз DiD підтвердив різке падіння ринку після скасування стимулів у Німеччині та Швеції. З урахуванням специфіки українського ринку (домінування вживаних авто, нижча купівельна спроможність, масштабність скасовуваних пільг) прогнозується значний спад ринку BEV в Україні у 2026 році з подальшою стагнацією. Наукова новизна полягає в інтеграції європейського досвіду для прогнозування наслідків конкретної зміни політики в Україні. Практичне значення полягає у наданні обґрунтування для розробки стратегії підтримки електромобільності в Україні після 2025 року.
