INSTITUTIONAL AND MANAGERIAL MECHANISMS OF EXPERT-ANALYTICAL SUPPORT FOR UKRAINIAN-POLISH SECURITY PARTNERSHIP IN THE CONTEXT OF WAR AND EURO-ATLANTIC INTEGRATION

Abstract

The article examines institutional and managerial mechanisms of expert-analytical support for Ukrainian-Polish security partnership in the context of Russia’s full-scale war against Ukraine and Ukraine’s Euro-Atlantic integration. The relevance of the topic is determined by the increasing role of think tanks in policy advice, strategic planning, communication of security priorities, and change management in interstate cooperation. The purpose of the article is to substantiate the role of Ukrainian and Polish think tanks in shaping security partnership and to identify innovative mechanisms of analytical cooperation that can improve the quality of managerial decisions in the field of security and defence. The research methodology is based on a systems approach, comparative institutional analysis, content analysis of official documents and publications of PISM, OSW, NISS, the Razumkov Centre, the Democratic Initiatives Foundation, and the case study method. The quantitative component is limited to descriptive indicators and does not use artificial composite indices. The scientific novelty lies in shifting the focus from a general description of the role of think tanks to institutional and managerial mechanisms of expert-analytical support for Ukrainian-Polish security partnership. The article systematizes joint research platforms, expert networks, policy briefs, strategic foresight, crisis scenario planning, digital knowledge bases, regular expert consultations, and public diplomacy as instruments of change management and innovation in security cooperation.
