IMPROVING THE NATIONAL SECURITY SYSTEM BY MAINTAINING THE PACE OF SUSTAINABLE AND INNOVATIVE DEVELOPMENT: THE EXPERIENCE OF ADVANCED DEMOCRACIES

Abstract

The article updates the problem of destructive informational influence on public area, which slows down the pace of development, and negatively affects the state of national security, its impact on the other fields of social system includes with the industrial and military sectors, and innovative and investment activities. The goal of the paper is to provide the studying of the objective, which lies in the analyzing the conceptual approaches of the public authorities of the developed democracies in improving the national security system by implementing mechanisms of public administration in order to maintain the pace of sustainable and innovative development. The disclosure of the subject owes to the complex of the methods, such primarily, as the methodology of institutionalism, system-synergistic analysis as the major scientific instruments. Alongside with the mentioned above, as well the comparative and systematic approach have been implemented. The scientific novelty lies in highlighting the principles of security doctrines of the European Union, Germany, and the United States of America in the context of strengthening the defense-industrial complex. The paper also contains the comparative table, which is the result of the author’s study the main characteristics and data with the relation to scenarios, results, impact and timely defined approaches by the Germany’s experts to mainstream the public policy towards maintaining and strengthening the system of national security of the country, altogether with the one of allies in NATO. The practical significance of the paper is in the possible implementation by the national authorities of Ukraine the best practices during the process of formulation and implementation of public policy, the development of the economy in the conditions of martial law, and the reconstruction of Ukraine. The main conclusions reflect the generalization of the positive experience of developed democracies. These could also be instructive for Ukrainian public authorities in maintaining the stable development of the system of national security of Ukraine.
