APPROACHES TO THE ASSESSMENT OF HR TECHNOLOGY EFFECTIVENESS IN HIGHER EDUCATION INSTITUTIONS UNDER CRISIS CONDITIONS

Abstract

The article examines approaches to the assessment of HR technology effectiveness in higher education institutions under crisis conditions. The study systematizes and analyzes comparative, economic, metric-based (KPI), and socio-behavioral approaches, identifying their advantages and limitations in the context of higher education institutions. It is established that existing approaches do not provide a holistic assessment of HR technology effectiveness, as they focus on separate aspects of performance and do not capture its multidimensional and systemic nature, which becomes particularly relevant under conditions of crisis, uncertainty, and resource constraints. The paper substantiates the need for a comprehensive assessment framework that integrates quantitative and qualitative methods and enables a balanced evaluation of performance, financial, and behavioral dimensions. The proposed approach is structured across three levels of analysis. The individual level assesses employee performance, engagement, satisfaction, and competence development influenced by HR technologies. The process level evaluates the effectiveness of key HR functions, including recruitment, onboarding, training, and performance management, focusing on efficiency, time reduction, and process quality. The organizational level addresses the overall impact of HR technologies on institutional performance, workforce stability, and resource utilization efficiency. The integration of these levels ensures a multidimensional evaluation of HR technology implementation by combining KPI indicators, economic efficiency measures, and socio-behavioral data. This allows for capturing both measurable financial outcomes and intangible effects related to employee behavior and organizational development. The approach also supports a more accurate assessment of how HR technologies contribute to the improvement of HR processes and overall institutional effectiveness in higher education. The findings can be applied in higher education institutions to improve the consistency and validity of HR technology assessment and to support evidence-based decisions regarding their implementation and further use under crisis conditions.
