FORMATION OF THE POTENTIAL FOR SUSTAINABLE DEVELOPMENT OF THE INDUSTRIAL COMPLEX OF UKRAINE
Abstract
The article examines the theoretical and applied foundations for building the sustainable development potential of Ukraine’s industrial complex in the context of wartime challenges, post-war recovery, and digital and green transformation. It is substantiated that this potential should be viewed not as a mere set of available resources, but as the integrated capacity of the industrial system to mobilize, combine, restore, and transform economic, production and technological, innovation, energy, environmental, social, investment, and institutional resources in order to achieve long-term outcomes. The key imbalances of Ukraine’s pre-war industrial development model are identified, including its raw-material orientation, high energy and material intensity, technological backwardness, insufficient innovation activity, and weak interaction between science and industry. It is demonstrated that the full-scale war has aggravated the existing problems while simultaneously increasing the importance of resilience, supply chain diversification, greater energy autonomy, and enterprise adaptability. The author proposes a structural and logical model for building the sustainable development potential of Ukraine’s industrial complex, encompassing economic, production and technological, innovation, digital, energy, environmental, social, investment, and institutional components. The need to develop industrial and eco-industrial parks, clusters, technology transfer centers, joint laboratories, circular production models, and public-private partnership mechanisms is substantiated. Practical recommendations are formulated regarding technological modernization, decarbonization, digitalization, human capital development, war-risk insurance, the attraction of long-term financing, and the alignment of industrial policy with European standards. The implementation of the proposed measures will contribute to the development of a competitive, innovative, low-carbon, and resilient industrial complex in Ukraine.
