FORMATION OF CONCEPTUAL BASIS FOR INNOVATIVE DEVELOPMENT OF THE DOMESTIC PHARMACEUTICAL INDUSTRY

Abstract

The article considers the relevance of innovative development of the domestic pharmaceutical industry in the context of global economic transformations, high competition, and growing demand for quality medical services and products. The role of the pharmaceutical industry as a strategically important component of national security, public health and economic stability is defined. Particular attention is paid to the need to formulate a conceptual framework for the innovative development of the industry, based on a systematic analysis of internal and external factors, and taking into account current challenges and global trends. The author proposes a comprehensive innovation strategy focused on import substitution, expansion of export potential, digitalization of production, human capital development, technology transfer and international integration. The key stages of strategy implementation are highlighted, including the initiation of strategic planning, goal setting, institutionalization of cooperation, development of a roadmap, monitoring and adjustment. The expediency of creating an innovative ecosystem in the pharmaceutical sector capable of ensuring sustainable development even in the face of external crises is substantiated. It is concluded that it is necessary to form a knowledge-intensive, competitive pharmaceutical industry as one of the drivers of growth of the Ukrainian economy. The authors emphasize the importance of harmonizing the legislative and regulatory framework with European standards, which will create favorable conditions for innovation and investment attraction. The authors also consider the prospects for the development of “green pharmaceuticals” as a response to modern environmental challenges, which involves the introduction of energy-efficient and resource-saving technologies, environmentally friendly product packaging and waste management. The author also substantiates the role of digital technologies – automation, use of big data, artificial intelligence – in improving the efficiency of production processes, ensuring quality control and forming a customer-oriented business model. The necessity of integrating Ukrainian pharmaceutical enterprises into global value chains through active development of export activities, promotion of the national brand “Ukrainian Pharma” and participation in international exhibitions and projects is determined. Thus, the study forms the theoretical and practical basis for building an effective state policy in the field of innovative development of the pharmaceutical industry. The conclusions drawn can serve as a basis for further scientific developments, management decisions, and strategic initiatives aimed at creating a competitive pharmaceutical industry in Ukraine.
