THE LEVEL OF INNOVATION OF UKRAINE'S DEVELOPMENT IN THE GLOBAL DIMENSION AND OUTLINING ITS PROSPECTS

Abstract

The purpose of the article is to analyse the level of innovation of Ukraine's development in relation to other countries and to outline prospects. Methods: The article is based on general scientific and special methods of cognition. In the course of the research, the methods of analysis and synthesis, principles of formal logic, methods of inductive and deductive analysis were used, empirical methods were used to study statistical information, and a graphical method was used to visualise the results. A systematic approach was used in the research process. Results: The article analyses Ukraine's position relative to other countries in terms of innovation development. The rankings (Global Innovation Index; Global Talent Competitiveness Index; Consolidated Innovation Index (European Information Scoreboard ranking), Human Development Index ranking, Bloomberg Innovation Index) show that the innovative development of countries is uneven. It was found that according to the results of the rankings, the leading positions are occupied by such countries as Switzerland, the United States, and the Scandinavian countries. Ukraine, unfortunately, occupies low positions in the rankings (high positions only in the context of certain sub-indices). Russia's full-scale invasion of Ukraine has brought large-scale threats and destruction, changes in various contexts, which will be reflected in the next published rankings. It is substantiated that, despite the difficulties associated with the war, Ukraine is obliged to carry out transformational changes in terms of innovation; it is necessary to implement effective state regulation through mechanisms and technologies to promote innovation; to develop and promote initiatives to achieve sustainable development goals, to strengthen Ukraine's competitiveness at the international level. Ukraine, in its struggle for freedom and independence, also defends its global civilisation choice and the chosen innovation vector of development. Scientific novelty. The article summarises the data and key issues regarding the level of innovation of Ukraine's development relative to other countries of the world based on the results of various rankings. It is substantiated that the ratings of innovative development systematically illustrate the real state of the studied indicators; create an objective basis for conclusions on making the necessary management decisions, developing effective programmes and development strategies, solving existing problems, etc. Practical significance. The conceptual provisions of the study and the analysis can be used as a basis for developing recommendations for ensuring the innovative development of Ukraine.
