STRATEGIC INFRASTRUCTURE OPPORTUNITIES OF WEB 3.0 IN THE CONDITIONS OF SINGULAR TRANSFORMATION FOR UKRAINE
Abstract
The article examines Internet 3.0 as a decentralized, energy-independent, AI-driven infrastructure of the new reality emerging at the intersection of Web3, blockchain economy, next-generation nuclear energy, and post-singularity technologies. The study analyzes the economic, organizational, and legal aspects of Ukraine's transition to Internet 3.0 in the context of war reconstruction and the approaching integrated singularity. Special attention is paid to the risk of "intellectual capture" - a situation where technological singularity may appropriate human rights to ideas and intellectual contributions. The author substantiates the need to create a system of legal and physical fixation and capitalization of human rights to ideas, conclusions, and developments instead of their capture by technologies. The concept of the "Internet of Consciousness" is proposed as a decentralized network of personalized digital twins, where each person's contributions are tokenized and protected via blockchain. The article substantiates that the combination of energy and communication-independent data centers based on small modular reactors (SMRs), a national blockchain, and Internet 3.0 gives Ukraine a chance to become part of the global infrastructure for accumulating and multiplying personalized intellectual capital.
